If your dehumidifier is not collecting water and only works in turbo mode, it means that your room humidity is too low for it to work in the other modes.
When on the turbo and economy laundry mode, the dehumidifier will try to get the humidity level to about 35-40% and it will run continuously. The regular mode will only work when the relative humidity level in the areas around the dehumidifier has reached the setting you switched it to.
Therefore, if the humidity is at roughly 50% RH (the recommended ambient humidity), it will not be collecting any more water from the air around it if you switch it to the +- 5% deviation to the set level. It is likely that the humidity level in the air near your dehumidifier is sitting within this range and thus the dehumidifier has automatically shut down until a higher level is detected to ensure your humidity level does not fall too low and to save energy.
To make sure that this is the case, try moving your appliance to a different part of your home where the humidity level is highest.
